Article 15-A – NY State Requirements
Article 15-A of the Executive Law, enacted in 1988, is a New York State law designed to provide opportunities to minority and women-owned businesses (MWBE). Article 15-A designates that the firm is at least 51% owned, operated and controlled by citizens or permanent resident aliens who meet specific ethnic definition set forth by New York State.
MWBE certification is administered by NYS Empire State Development’s Division of Minority and Women’s Business Development (DMWBD). The mission of DMWBD is to promote equality of economic opportunities for MWBEs and to eliminate barriers to their participation in contracts. As part of Landon & Rian’s outreach services, our program provides services to verify the capabilities of certified MWBE firms to help direct them to viable contract opportunities on projects that are overseen by Landon & Rian.
